The Alliance began in 2007 when A Community of Friends, Skid Row Housing Trust, SRO Housing Corporation, and Nancy Lewis Associates united when the City of Los Angeles began dedicating resources to supportive housing. However, the City’s Housing Department’s lack of familiarity with supportive housing resulted in a financing program with questionable efficacy. Over four years, the Alliance successfully worked with the City to educate them on the extent of supportive housing already in the City and to revise their Notice of Funding Availability with underwriting and design guidelines more conducive to supportive housing development.  The Alliance expanded to 10 organizations in 2009, and as of 2023, there are 12 member organizations.
